El Paso Smart Growth Plan called “America's Best”
A recent article by Kaid Benfield of the Natural Resource Defense Council hails a new El Paso planning document as “America’s Best Smart Growth Plan.” The plan proposes strategies to bring more of the activi¬ties of daily living within walking distance and a framework of transportation alternatives including transit and bicycle systems. The plan proposes that additions to the El Paso built environment must be functional and long-lasting but also delightful and attractive. Plan highlights include green building practices, linked parks and green space, and a new central park for the city on the site of an old rail yard.
