Leaping the Budget Gap: Land Use and Fiscal Planning in Natrona County, Wyoming

This Sonoran Institute study examined the public infrastructure costs associated with residential developments in rural areas near Casper, Wyoming. The report found that the farther the development is from the downtown core, the greater the drain on county budgets. The cost of providing services to ranchette and rural exurban developments far outweighs their revenues, but metro infill developments cover much of their own costs.
