Many federal, state, and local government agencies have prepared climate change adaptation plans, but they have been slow to implement them, according to this analysis prepared for the John D. and Catherine T. MacArthur Foundation. Cities taking actions to adapt to climate change are often doing so because they are already experiencing climate change impacts, such as changing precipitation patterns.
