RADIAN INTERNATIONAL LLC AND EBARA CORPORATION
ANNOUNCE ZERO EMISSIONS M.O.U.


Paris, France (February 24, 1997)--
Radian International LLC (Austin, Texas), an independently managed joint venture of The Dow Chemical Company, and Ebara Corporation (Tokyo, Japan) today announced at ECO 1997 in Paris, France the signing of a Memorandum of Understanding (M.O.U.) to explore the feasibility of designing, developing, constructing, and operating Zero Emissions Facilities in Southeast Asia.


Ebara Chairman Hiroyuki Fujimura said, "This is a natural alliance in that our respective expertise complements each other to implement zero emissions enterprises in the Asia Pacific market."


Chairman Fujimura explained, "Zero emissions, a practical engineering approach at the manufacturing level to redesign industrial processes so that they eliminate waste and the need to dispose of water, is a significant part of the sustainable development concept. This concept is advanced by President Clinton's Council for Sustainable Development which is co-chaired by David Buzzelli, Vice President of Environment, Health & Safety and Corporate Director of The Dow Chemical Company. The Japanese government is equally committed to this endeavor."


Radian President Don Carlton added, "The Ebara and Radian alliance will seek to integrate several manufacturing sectors together to form an industrial cluster whose wastes will be converted into viable material inputs for other industries. Manufacturers expected to participate are those who internal efforts at implementing pollution prevention and waste minimization have proven expensive or disruptive to quality, performance, or price of their product. A team of Radian and Ebara staff is in the process of identifying candidate countries in the Asia Pacific region to implement our zero emissions complex."


In their jointly released statement, Chairman Fujimura and President Carlton noted that the partnership is focusing on the Asia Pacific region because the region's emerging economies and social commitment to the environment offer the best showcase for zero emissions solutions. According to the World Bank, East Asia's economies will need to invest 1.2-1.5 trillion U.S$ in infrastructure alone. This infrastructure and related industrial investment will require innovative and integrated technical solutions that allow companies to focus on their core competencies while reducing pollution and the threat to human health.
